Smoke rises after mortar fire from Syria hit a town in Turkey.

By NBC News staff and wire reports

Updated 3:22 p.m. ET -- Turkey's military struck targets inside Syria on Wednesday in response to a mortar bomb fired from Syrian territory that killed five Turkish civilians, Prime Minister Tayyip Erdogan's office said in a statement.

"Our armed forces at the border region responded to this atrocious attack with artillery fire on points in Syria that were detected with radar, in line with the rules of engagement," the Turkish statement said.?

"Turkey, acting within the rules of engagement and international laws, will never leave unreciprocated such provocations by the Syrian regime against our national security," it said.?

Turkey's NTV television said Turkish radar pinpointed the positions from where the shells were fired on the?southeastern Turkish town of?Akcakale, and that those positions were hit.?

"Turkey is a sovereign country. There was an attack on its territory. There must certainly be a response in international law. ... I hope this is Syria's last craziness. Syria will be called into account," said Turkish Deputy Prime Minister Bulent Arinc.

The mortar bomb fired from Syria landed in a residential district of Akcakale on Wednesday, killing a woman and four children from the same family and wounding at least eight other people.

A Reuters witness saw the seriously wounded people -- three of them police officers --?being taken to hospital after the explosions in the Sanliurfa province.

Turkish Foreign Minister Ahmet Davutoglu briefed the United Nations mediator on Syria, Lakhdar Brahimi, about the incident by telephone, the Turkish?Foreign Ministry said in a statement.

NATO Secretary-General Anders Fogh Rasmussen told Davutoglu he strongly condemned the strike, a NATO spokeswoman said.

The spokeswoman said NATO continued to follow developments in the region "closely and with great concern."

Davutoglu earlier had contacted Rasmussen, who has said repeatedly that NATO has no intention of intervening in Syria but stood ready to defend NATO member Turkey, if necessary.

Television footage showed a cloud of smoke and dust rising up as residents ran to help the wounded.

"It (mortar round) hit right in the middle of the neighborhood. The wife and four children from the same family died," Ahmet Emin Meshurgul, local head of the Turkish Red Crescent, told Reuters, adding he knew the victims personally.

"People here are anxious, because we got hit before. Security forces tried to convince people to empty the neighborhood near the border, but now we've been hit right in the middle of the town," he said.

Aleppo explosions kill at least 40, Syria activists say

In Turkey, the state-owned Anadolu news agency reported that there had been two explosions.

"Following the first blast, many homes and businesses were damaged. A second blast took place at the same location. According to preliminary reports, at least three people were killed and nine others wounded. Among the wounded were Turkish police officers," Ayhan told Anadolu.

The conflict in neighboring Syria has affected border areas in the past when stray bullets have flown into Turkish territory.

Syrian rebels seize border crossing to Turkey

A mortar bomb fired from Syria damaged homes and workplaces in Akcakale last Friday but there were no deaths.

Turkey beefed up its troop presence and air defenses along the border after Syria shot down a Turkish reconnaissance jet in June.

Turkey: Syria's downing of military jet cannot be ignored

In April, Turkey officially reported an incident to the United Nations in which at least five people, including two Turkish officials, were wounded when cross-border gunfire hit a Syrian refugee camp in Kilis, further west along the frontier.

"We are outraged that the Syrians have been shooting across the border. We are very regretful about the loss of life that has occurred on the Turkish side," Secretary of State Hillary Clinton said in remarks Wednesday during an appearance with Kazakhstan's visiting foreign minister.

"We are working with our Turkish friends. I will be speaking with the (Turkish) foreign minister later to discuss what the best way forward would be," Clinton said, calling the spread of violence beyond Syria's borders "a very, very dangerous situation."

Outsourcing May be the Unintended Consequence of Obamacare

By Don C. Brunell, President ? Association of Washington Business

When the so-called Affordable Care Act was signed into law, President Obama promised that health care would be affordable and repeatedly assured Americans that if they liked their health plan and their doctor, they could keep them.

Neither promise has come true. Millions of people are losing their preferred coverage, tens of thousands of doctors plan to retire rather than deal with the ACA, and costs are skyrocketing.

Last March, the Congressional Budget Office doubled the original cost estimate of ?Obamacare? to $1.76 trillion over the next 10 years. Recently, the CBO estimated 6 million Americans ? mostly in the middle class ? will pay the health care tax rather than buy coverage under President Obama?s health care law, a 50 percent increase over the CBO?s estimate of just two years ago. Meanwhile, our national debt is spinning out of control and accelerating at a faster and faster pace.

Where will we go for health care?

More of us will find affordable quality health care offshore and, regardless of how hard the president, Congress, governors, insurance commissioners or legislators try to regulate or control it, Americans ? passports in hand ? will fly away for treatment.?That?s what 56-year-old Atlanta personal trainer Ralph Ballard did in 2009, which was before Obamacare passed. Uninsured and needing a hip replacement, he found that his options stateside were severely limited. ?At one hospital, I was told that my costs would start at $60,000! And that didn?t cover the doctor, the prosthesis, the guy who sweeps the floor,? Ballard told MSN.?So Ballard did research on the Internet and eventually contacted a medical practice in Costa Rica. He learned that $17,200 would cover the cost of his surgery, including a titanium prosthetic ball set in his hip, all tests and X-rays, a brief hospital stay, two weeks at a pleasant ranch where he received excellent food and daily physical therapy, and transfers to and from the airport. He paid extra only for his airfare.?How is he doing today? ?It was the best thing I ever did. The hip is perfect now, my surgeon was great, and they treated me wonderfully. If I ever need another procedure, I?m going back there,? Ballard says.

Others are joining Ballard looking outside the U.S. for treatment as Obamacare and government-dominated state health care exchanges like Washington?s take control of our health care. The skyrocketing costs and morass of rules, regulations and restrictions are driving Americans to look to other countries for treatment.?There is a flood of American patients heading abroad for surgeries and other medical and dental treatments. ?There?s been between a 20 percent and a 30 percent growth rate for this sort of travel in just the last five years,? says Josef Woodman, author of the book series and website Patients Without Borders and CEO of Healthy Travel Media.

Just as Ford, GM and Chrysler learned, global competition is here to stay. Why would it not apply to health care? Anyone can go online today and find the savings Ralph Ballard did three years ago. As health care and insurance costs skyrocket in the United States, more and more people will likely couple treatment with a vacation.

It is the law of unintended consequences, something our elected officials seem to ignore these days. Americans are known for their ingenuity and creativity. Do the supporters of government-run health care really believe we are going to sit back and let state and federal bureaucrats dictate our health care, limit our choices and load us up with higher premiums and taxes while they increase the federal deficit to subsidize government run health care?

The answer is clear.

Don Brunell is the president of the Association of Washington Business. Formed in 1904, the Association of ?Washington Business is Washington?s oldest and largest statewide business association, and includes more than 8,000 members representing 700,000 employees. AWB serves as both the state?s chamber of commerce and the manufacturing and technology association. While its membership includes major employers like Boeing, Microsoft and Weyerhaeuser, 90 percent of AWB members employ fewer than 100 people. More than half of AWB?s members?employ fewer than 10. Bank site hackers used advanced botnets

17 hrs.

SAN FRANCISCO???The hackers behind the cyber attacks on major U.S. banks have repeatedly disrupted online banking by using sophisticated and diverse tools that point to a carefully coordinated campaign, according to security researchers.

The hackers, believed to be activists in the Middle East, were highly knowledgeable about the defensive equipment used by the banks and likely spent months on reconnaissance, said several researchers interviewed by Reuters, who viewed the assaults as among the strongest and most complex the world has seen to date.

In the past two weeks, customers of top U.S. banks including Bank of America, JPMorgan Chase & Co, Wells Fargo & Co, U.S. Bancorp and PNC Financial Services have reported having trouble accessing their websites, as unusually high traffic volumes appeared to crash or slow down the systems.

No thefts have been tied to hacked sites, but an untold number of customers were not able to pay bills or transfer money from their computers, leaving banks with remediation expenses and customer irritation as the biggest costs.

Researchers said the hackers used groups of compromised computers, known as botnets, which are inexpensive to rent for short periods. What made these botnets much more powerful was that they were made up of Web servers that had been taken over, instead of mere personal computers.

"Tens of thousands" of servers are involved, said Tom Kellermann, vice president of major security vendor Trend Micro.

The FBI declined to comment on its investigation of the attacks. The banks either declined to comment or noted that most customers have been able to log into their accounts.

"It's fairly large, but it's something financial institutions are accustomed to dealing with," said Doug Johnson, vice president of the American Bankers Association trade group.

Sources familiar with the bank attacks have previously told Reuters that they could be part of a year-long cyber campaign waged by Iranian hackers against major U.S. financial institutions and other corporate entities.

Sen. Joseph Lieberman, chairman of the Senate's Homeland Security and Governmental Affairs Committee, has also blamed Iran's much-improved cyber forces on the bank website outages.

A group that calls itself the Cyber Fighters of Izz ad-din Al Qassam has claimed credit for the recent bank attacks, declaring them a protest against the anti-Islam video posted on YouTube and stoked violent protests across the Muslim world.

The latest attacks against the banks have thrown as many as 30 million electronic packets per second at the websites, at times overwhelming both the banks and the additional technical resources being moved into place to counter the attacks.

That much volume "would overwhelm almost anyone, including large telecommunications companies," said Scott Hammack, chief executive of Prolexic Technologies, which specializes in warding off "denial of service" attacks. Prolexic's clients include several of the biggest banks, though Hammack declined to name which ones.

Experts said that high-volume denial-of-service attacks were becoming more common even before the latest bank assaults and would continue to increase in sophistication as well.

"This entire episode speaks to the need for banks, or any business operating online, to be prepared for this type of availability attack," said Dan Holden, director of research at security firm Arbor Networks.?

By 1870, the Davis family were in Itawamba County where they are found enumerated in the census for that year.? Eudoxie's mother and two of her sisters died in Alabama, and her father remarried, to a widow by the name of Mary Johnson Caldwell before moving his family to the Providence Church area on the Mississippi-Alabama state line.

Eudoxie and my great-great grandfather, James William Anderson Davis, were siblings.

In 1873, Eudoxie married William Greenberry Raburn, a Civil War veteran who enlisted and served in the 41st Mississippi Regiment in Itawamba County.? The youngest of their ten children, Susie, is pictured with Eudoxie in the photograph to the left.? Susie was born just days after the death of her father, who died November 9, 1894.? Her full name was William Suzannie Raburn.

During Greenberry's stint in the Civil War, he was captured by Union soldiers and sent to Colorado as part of the Union Army after signing a Loyalty Oath.? During the cold winter, as the troops were marching in harsh conditions, Greenberry's feet became frostbitten and had to be amputated.?? He returned to Itawamba County following the war and even served as tax assessor before dying in 1894.? Following his death, Eudoxie received a widow's pension from the federal government for Greenberry's service during the War.

Eudoxie Davis Raburn purchased the house now known as Bonds House, home to Itawamba County Historical Society in Mantachie, from the Sims family in the early 1900s. ? The house was built around 1892 by Mantachie merchant? and mayor, James Andrew Bonds.? When Eudoxie died in 1920, the house was later sold by her heirs.

The following account was published in a 1931 newspaper - quite interesting!? I wonder what happened to the seedling that came up from the cockle burr?

Waited 37 Years

Some of our readers will no doubt remember Mr. Green Raburn, who served this county one term as tax assessor.? He had no feet on account of getting them frozen off during the Civil War.? He wore specially prepared shoes and appeared to be a very low man.

Rev. Sumpter Raburn, his son, recently found a cockle burr in a crevice of his father's shoe which had been there for 37 years, and which he planted and it came up and is producing after its kind, after lying dormant that long.
